Yes sure

.  Thousands of students go to universities in other countries.  I'm sure that in the USA alone some 10-15 % of the students come from other countries..... and that's a huge number......  I did it, and I must tell you it's a good experience and good idea to open yourself to other cultures and different insights (You start watching things / events from other angles).

Each university has its own requirements. You should check with the university's registrar. Some universities give tuition discounts to local residents and ther is also the question of language requirements for foreign sudents. Universities with many foreign students offer an opportunity to enrich your life in addition to an education.

Each university and country have its own requirements.  Also when it comes to paying income taxes there are treaties for students that come into play.  There also may be laws governing which jobs you could take as a foreign student.  The university I'm an alumnae of actually worked with the international students (especially graduate students) to see that they were in compliance.

Of course.  You can choose to go to a university for your entire degree, or you can study abroad for a semester or a year away from your university and obtain credits from a university abroad.  When you are accepted to a university abroad, it is simple to obtain a study visa, if it is needed (depends on the country).  There are some amazing degrees that one can get outside the states.  Just make sure to do your research and find out the true quality of the program and what the degree will be worth back where you come from.

Certainly you can in the U.S.

If you wish to study at the undergraduate level, you will probably have to pay full tuition and that could be costly. If, however, you have an undergraduate degree, there are many programs at many universities that want you to teach basic courses in the area you know best. They will pay your graduate tution and saupply you with a small salary. the arrangement is called a teaching assistantship. That is different from the much more competitive graduate fellowship which pays tuition and stipend without requiring one to teach. As for which universities...try first the ones with the word "State" in their name.
