You already have plenty of useful information on this. However, I would urge you to remember what the Brits call "The old school tie" otherwise known as the "Old Boys Club" in short the connections you make at university are just as important as the professional knowledge you gain. I think its important to get your degree in the location where you will practice your craft because then your connections will be of value to you.

The only issue with the thought of only attending where you plan to practice is that in the country you plan to practice it may not have as advanced of training.  I think of medicine, the US is much more advanced then say Zimbabwe.  Where I went to college we had a number of international students studying political science here...learning more about democracy to take back to ex-soviet block countries.  It depends on what you are studying and what you wish to do with it.
